You set an amount and fund it the moment you offer the reward — by card through PayPal, or by bank transfer with proof. From then on it sits against the case rather than in anyone's pocket: out of your hands, and out of the finder's reach, until you say the item is actually back.
Without escrow, a reward is just words on a screen. The finder has no way to know it is real, and you have no way to be sure a stranger who has already agreed on a meetup will not vanish once the item changes hands. Holding the money removes the trust problem from both directions at once: the finder can see the reward is genuinely funded, and you are never asked to pay before you have confirmed anything.
A disagreement about whether the item was actually returned, or in what state, pauses the case rather than releasing anything automatically. A person reviews it — not a script — and the reward stays held until it is resolved.
